  1. Rinse the chickpeas, cover them generously with cold water, and soak overnight.
  2. Drain the chickpeas and place them in a pot with 5 cups fresh water and the baking soda.
  3. Bring to a boil, skim off any foam, then lower the heat and simmer until the chickpeas are nearly tender, about 55 to 65 minutes.
  4. Add the whole peeled potatoes, salt, turmeric, cumin, coriander, and black pepper to the pot.
  5. Simmer until the potatoes are soft and the chickpeas are fully tender, about 20 to 25 minutes more, keeping enough broth in the pot to serve as shor.
  6. While the chickpeas finish cooking, make the green chutney by grinding the cilantro, mint, garlic, green chili, 1 tablespoon vinegar, lemon juice, and a pinch of salt into a coarse sauce.
  7. Remove the potatoes from the pot, cut them into large bite-size chunks, and return them to the chickpeas.
  8. Taste the broth and adjust salt, then stir in 1 tablespoon vinegar for a lightly sour base.
  9. Ladle chickpeas, potato pieces, and plenty of hot broth into two bowls.
  10. Top each bowl with green chutney, the remaining vinegar to taste, red chili, diced red onion, and chopped cilantro.
