  6. For the shell, mix the fine bulgur and semolina in a wide tray, pour over the hot water, cover, and let stand for 10 minutes.
  7. Add the lean ground beef, flour, beaten egg, 1 tsp pepper paste, remaining salt, and remaining cumin to the softened bulgur.
  8. Knead the mixture with damp hands for 15 to 20 minutes, sprinkling in a little water only as needed, until it becomes smooth, elastic, and paste-like.
  9. Divide the dough into 6 equal balls and keep them covered with a damp cloth.
  10. With wet hands, take one ball and press your thumb into the center, rotating it to form a thin-walled oval cup without tearing the shell.
  11. Fill the cavity with the chilled meat mixture, then pinch and smooth the opening closed to form the traditional pointed oval shape.
  12. Repeat with the remaining dough and filling, keeping the shaped köftes slightly damp so they do not crack.
  13. Heat the oil in a deep pan to 170°C.
  14. Fry the içli köfte in batches for 4 to 5 minutes, turning gently, until deep golden and crisp.
