  1. Put the smoked haddock in a shallow pan with the milk, bay leaf and peppercorns, then bring gently to a simmer.
  2. Poach the haddock for 5 minutes, then lift it out and strain the milk into a jug, discarding the bay leaf and peppercorns.
  3. When cool enough to handle, flake the haddock into large pieces, discarding the skin and any bones.
  4. Melt the butter in a saucepan over low heat and gently cook the onion for 6 to 8 minutes until soft but not coloured.
  5. Add the diced potatoes, strained milk and water, then simmer for 12 to 15 minutes until the potatoes are tender.
  6. Lightly crush some of the potatoes against the side of the pan to thicken the soup while leaving plenty of pieces whole.
  7. Stir in the double cream and flaked haddock, then warm through gently for 2 minutes without boiling.
  8. Taste carefully before adding salt, as the haddock may be salty, then season with black pepper.
  9. Ladle into warm bowls and finish with chopped parsley or chives.
