  2. Prepare the dough (Kebbeh shell) by processing the soaked bulgur, half the ground beef, onion, and spices in a food processor until it forms a smooth paste.
  3. For the filling, sauté the remaining ground beef with diced onions until browned. Add pine nuts, sumac, and 7-spice. Let cool.
  4. Take a ball of the dough, hollow it out with your index finger to create a thin shell, stuff with the filling, and seal into a football shape.
  5. Deep fry in hot oil until dark golden brown and crispy.
