  6. Whisk the hot water with the remaining 1 tablespoon olive oil and pour it into the pan around the peppers, not directly into the fillings.
  7. Place a small heatproof plate over the peppers to keep them steady, cover the pan, and bring to a gentle simmer.
  8. Cook over low heat for 35 to 40 minutes, until the peppers are tender, the rice is cooked, and the filling is set.
  9. Rest the dolma in the covered pan for 10 minutes before serving.
